-Comment: One teen boy in a kilt, looks like Desmond Tester (1919-2002). He looks younger than 19, so maybe filmed earlier. Also a younger Indian boy (also shirtless).

I found this early Technicolor PD movie by coincidence on YouTube. Though I haven't checked it completely I assume rather few good scenes according to the thumbnails. Maybe someone likes this or the other boy.

Not sailor suit but a kilt is a traditional and quite weird clothing for a boy (see also List 16: Other traditional clothing for another boy in a kilt and else).
