I don't remember this complete movie, I think I have seen it many years ago. I assume rather few sailor suit scenes and haven't found any good scenes showing his face and frontside in a sailor suit. Obviously this are Fellini's childhood memories, so this scenes might be set in ~1930.
Partly a surreal fantasy film, partly documentary, also starring the most famous (Italian and French) clowns like Charlie Rivel. English title "The Clowns", rated G.
I will check this again and update this the next broadcasting.
