-Comment: Shirley Temple (pictured) in a white sailor suit, dark blue scarf. But it's not a sailor dress, I think with jeans or other light blue long pants and (flared?) white sailor's pants and a white sailor's hat. DVD cover showing a colorized blue collar (not sure if that is in the movie). Film aka "Shirley Ahoi!" and filmed in b/w. I think it's into Public Domain, however not on archive.org yet but on YouTube (in b/w).
Film is rated G and 77 minutes long. I haven't the time yet to watch it completely, but I assume rather few or medium sailor suit scenes as she also wore dresses. Also famous song and dancing parts. Not sure if others in sailor suits except sailors. There are also boys acting in historical clothing, one colorized pic is this

Filmed before in 1924 (silent movie). I have to check it again. Shirley is very young and I don't like her. Rating 3 for now. I found this movie the first time at TVTropes but found it shortly later during research for classic movies.
