A white sailor suit or at least looks like one. Blue collar. 3 stripes. Short sleeve. Also other scenes and maybe other similar clips.

It's a part of "UW Campus Life: misc, Reel #12". No idea how long that is in total. I found this using a Google Image search. I like those historic pics and clips and should search more on this and other archive collections. I'm still not finished searching LOC.gov and archive.org for more good pics and clips including overalls and Lederhosen.
This video seems to be still copyrighted.
Short scene but quite rare and even in color. Rating 3. I like white sailor suits.
