Katja Blomquist in a sailor dress (white blouse, black skirt) angled small collar with 3 white stripes) as shown on the movie poster and VHS. Also at least 1 other boy in historical clothes. One boy in a sailor-style shirt, light blue/white striped.

I don't know the complete movie. There's also a b&w 1959 TV version but that seems rare.
Rating ~3-4 for now. The boy is very young. But needs to be rechecked.
